If you plan to contract a big project (over $1000) like finishing basement, you should check your contractor's license first. If you hired a licensed contractor and he didn't finish the work to your satisfication, you can make a claim to the Transaction Recovery Fund from the state and recover your lost from the fund and state will revoke your contractor's license. But if he is not licensed the state can't enforce any legal action on him. Your only option is to hire a lawyer. We have a friend who hire someone to do the kitchen granite but the guy never show up after he took the money from my friend, he didn't take phone calls and he even closed his retail shop and told everybody his store moved. It turns out he is neither licensed nor his company is registerred with the state.
